§ 32.55 HISTORIC PRESERVATION COMMISSION OF THE VILLAGE.
   (A)   The Glendale Planning and Historic Preservation Commission (GPHPC) shall be the historic preservation commission of the municipality, and all the powers and duties provided by law for the historic preservation commission of the municipality shall be deemed transferred to the GPHPC. All the members of the GPHPC, except the Mayor, shall have a vote on historic preservation matters as outlined below.
   (B)   The GPHPC shall have the following powers and duties:
      (1)   To conduct or cause to be conducted a continuing survey of cultural resources in the village.
      (2)   To make recommendations for designation of local historic districts, landmarks, pivotal buildings, historic sites and contributing buildings to the Village Council.
      (3)   To establish and use written guidelines for the preservation of designated local historic districts, landmarks, pivotal buildings, historic sites and contributing buildings in decisions on requests for permits for alterations, demolitions, additions and site improvements to listed landmarks, pivotal buildings, contributing buildings, historic sites and new construction within historic district(s).
      (4)   To make, or have made, a detailed map of the historic district(s) in the village. Such map shall include the location of the historic district(s), landmarks, pivotal buildings, historic sites and contributing buildings by their number and shall be maintained at the Village Office and available for public inspection.
      (5)   To review all proposed National Register nominations for properties within the village.
      (6)   To review and approve or deny applications for certificates of appropriateness within the village.
