8-1-6: SEWER CONNECTION AND SERVICE FEES AND CHARGES 1 :
Fees and charges for wastewater collection and treatment services shall be as follows:
   A.   Application For Service: No person shall make any connection to the sewage system of the village except upon written application to the village clerk and issuance of a receipt by the clerk permitting such connection. Each application shall state the name and address of the applicant, the name and address of the owner or purchaser of the premises, the location to be used, the fee to be paid and such other or additional data as may be needed for the information and guidance of the official issuing the receipt, the director of public works, the building and zoning administrator issuing the building permit, if any, or as otherwise required by the sewer use ordinance of the village.    B.   Sewer Connection Tap-On Fees:
      1.   Residential: Residential tap-on fees will be in the amount as shown in the Schedule of Fees found in Section 1-16-1 of the Village Code.
      2.   Commercial, Industrial and Multiple Residential Buildings and Other Type Facilities: Multiple-unit residential construction greater than a ten (10) unit building, all commercial, industrial, and other type users shall be charged a tap-on fee in an amount as shown in the Schedule of fees as found in Section 1-16-1 of the Village Code, accordance with the following schedule which includes a charge for connection of each commercial, industrial, special purpose facility, or multiple residential building connected to the sanitary sewer system. When it is agreed upon to install a master water meter for any structure beyond ten (10) units as approved by the water committee, the following sewer connection fees shall apply:
         a.   Tap-on fees shall be based on “population equivalent” defined by the Illinois Environmental Protection Agency, State of Illinois Rules and Regulations, Title 35, Subchapter C, Chapter 1, Section 301.345, as a term used to evaluate the impact of industrial or other waste on a treatment works or stream.
Population Equivalent: A term used to evaluate the impact of industrial or other waste on a treatment works or stream. One population equivalent is 100 gallons (380 I) of sewage per day, containing 0.17pounds (77 g) of BOD5 (5-day biochemical oxygen demand) and 0.20 pounds (91 g) of suspended solids. The impact of a treatment works is evaluated as the equivalent of the highest of the three parameters. Impact on a stream is the higher of the BOD5 and suspended solids parameters.
         b.   State of Illinois Rules and Regulations Title 35, Subtitle C, Part 370, Design Standards for Sewage Works, Appendices A and B, contain resident occupancy criteria and commonly used quantities of sewage flows for various types of facilities. If the type of facility to be connected is not listed, documentation from similar type facilities will be used to determine wastewater population equivalent (PE). This criterion will be used to calculate the tap-on fees for each permit as furnished with the IEPA application for the construction permit for users with greater than one thousand five hundred (1,500) gallons per day wastewater discharges to the sanitary sewer system.
         c.   Tap-on fees based on population equivalents (PE) are in the amount as shown on the Schedule of Fees found in Section 1-16-1 of the Village Code.
   C.   Sewer Service Rates: The net rate for wastewater collection and treatment services, in addition to other fees and charges provided in this chapter is as follows:

   D.   Disconnection And Reconnection Fee: The fee for discontinuance of service and use of wastewater collection and treatment services is as follows:
      1.   Discontinuance Of Service:
         a.   No fee shall be required for discontinuance of service where all fees and charges against the user for water and sewage services have been paid in full.
         b.   No fee shall be required for discontinuance of water supply where fees and charges against the user have not been paid and service discontinued per subsection 8-1-5E1b of this chapter.
      2.   Restoration of Service: Restoration of service after discontinuance of water supply where service is discontinued per subsection D1b of this section shall be included in the fee and charge in an amount as shown in the Schedule of Fees found in Section 1-16-1 of the Village Code.
   E.   Repair And Replacement Fees and Charges: The fees and charges for repair or replacement of wastewater collection lines, sewer mains, fixtures, and equipment, which repairs, or replacements were required because of user’s misconduct or negligence, shall be in an amount as shown in the Schedule of Fees found in Section 1-16-1 of the Village Code. Said fee or charge shall be paid by the user within twenty (20) days after a statement of cost of labor and/or materials is furnished to the user.
   F.   Method Of Payment Of Sewer Assessment Fees: (Rep. by Ord. 2002-28, 7-9-2002)
   G.   Delinquent Payments 2 : The gross rate for wastewater collection and treatment services which shall be payable after the payment date set forth in the periodic statement of charges for the billing period shall be in an amount as shown in the Schedule of Fees found in Section 1-16-1 of the Village Code.
