§ 130.15 MARKING PUBLIC PROPERTY.
   It shall be unlawful for any person, firm or corporation to place upon any street, sidewalk, curbing or upon any utility pole, tree or post along and adjacent to the streets and alleys of the city, any paint, chalk, whitewash, poster or any marking or coloring of any nature whatsoever, without first obtaining from the Chief of Police a written permit to do so.
