§ 130.03 LOITERING ON MUNICIPAL PARKING LOT.
   (A)   Loitering, as defined in division (B) below, is prohibited between the hours of 7:00 p.m. and 7:00 a.m. on any part of the municipal parking lot owned by the city and located on the west side of the Glasgow Public Square, and in and on the municipal parking lot and structure located at the corner of North Green Street and Water Street.
   (B)   For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      LOITERING. The physical presence of an individual upon or in the area described in division (A) above for any purpose other than the following:
         (a)   Driving into the parking facility for the purpose of parking and leaving a vehicle;
         (b)   Leaving a vehicle and exiting the parking facility immediately after the vehicle has been parked;
         (c)   Entering the parking facility, proceeding directly to a parked vehicle and immediately departing the parking facility in the vehicle.
