(A) No person shall remove the ropes or other barriers that may be used to close the street or alley either in the night or day without the consent of the person in charge of making the repairs or improvements to the street or alley.
(B) No person shall undertake to travel over any street or alley while that street or alley is being repaired or improved, and when same is closed for that purpose.
