If at any time it shall be necessary to close any street or alley within the city limits for the purpose of improving or repairing same, the Superintendent of Street and Sanitation Department is empowered to close the street or alley for that purpose. When the Superintendent of Street and Sanitation Department does so, he or she shall cause a notice to be posted at the beginning and the ending of the street or alley to be repaired with the words plainly written or printed on a board or placard, “Closed for Repairs.”
