§ 97.19 STANDARDS IN MAKING REFILL.
   In making the refill of the cut or excavation the following standards shall be met:
   (A)   The cut or excavation shall first be filled with compacted dense grade aggregate of at least 16 inches; this compacted dense grade aggregate shall be installed to a depth of ten inches below the street surface;
   (B)   An eight-inch layer of concrete, Class A; and
   (C)   Two inches of hot mix which shall overlap the concrete layer a minimum of 12 inches on each side, which hot mix shall have a straight edge; provided, however, that, during the winter months cold mix may be used; provided, further, that, when hot mix becomes available, the cold mix layer shall be removed in its entirety and a hot mix layer replaced.
