(A) Prior to any city-maintained street or sidewalk being cut, a person or firm, including all utilities, whether private or municipally owned, shall obtain a permit from the City Clerk/Administrator.
(B) However, in the case of an emergency the street or sidewalk may be cut, provided the application is made within 72 hours.
