It shall be unlawful to discharge to any natural outlet within the city, in any area under the jurisdiction of the city or into any sewer which connects to the sewage system of the city, any sanitary sewage, industrial waste or other polluted water, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter, and in compliance with all local, state and federal regulations governing effluent standards.
