(B) The Mayor is authorized to establish, by contract with the disposer, the rates to be charged for the disposition of garbage and refuse in the city’s landfill where same originates from outside the corporate limits of the city.
(C) All past due accounts at the city landfill shall bear interest at the rate of 1½% per month. Any city landfill customer having a past due account more than 60 days in arrears shall not be permitted to continue to utilize the landfill until all existing past due accounts are brought current.
