§ 50.20 RATES FOR GARBAGE COLLECTION; DISCOUNT.
   (A)   The minimum monthly rates for collection of garbage hauled in city packers is as follows:

   (B)   The rates in category (A)(2) through (A)(4) are based on average waste types, volumes, weights, time required per stop and collection frequency for the applicable classification. The Superintendent is authorized to reclassify any business and commercial customer, when and if weight, volume and/or time required per stop of collection frequency is substantially different from the initial classification and would require a reclassification either to a higher or lower category.
   (C)   (1)   A discount of 37.5% of the monthly charge for garbage collection shall be given at all residential units occupied solely by a person or persons over the age of 65 years or that qualifies for 100% disability.
      (2)   All persons claiming the discount shall, on or before the first day of the birth month, of each year, complete and file with the City Hall Administrative Clerk, on a form prescribed and made available by the Administrative Clerk, the claim for discount provided in this division. The claims shall be effective for the 12-month period following the first day of the birth month of each year. New garbage collection customers during such 12-month period, and persons attaining the age of 65 years or becoming disabled during the 12-month period, may make the claim for discount after the first day of the birth month of each year.
      (3)   All persons receiving the discount based upon age and disability provided in this division as of the date of passage of this section must comply with the provisions of this division (C) for claiming the discount for the year commencing September 1, 1988, and for subsequent years.
