For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
GARBAGE and REFUSE. Includes all unclean or useless material which is discarded and would otherwise tend to menace health, obstruct the public ways, sidewalks and the like, including, but not limited to such items as waste paper, cardboard, ashes, metal cans and bottles. GARBAGE and REFUSE shall not include liquid waste, sewage, human or animal waste, unrecognizable industrial by- products, hazardous waste or demolition products.
RESIDENTIAL UNIT. Any separate living quarters for an individual, couple or other family unit.
SANITARY LANDFILL. City property on which garbage and refuse is deposited, spread or covered in accordance with regulations of the state’s Department of Health.
SUPERINTENDENT. The employee appointed and designated by the Mayor as the Superintendent of the Garbage Collection and Disposal System. He or she shall be responsible to the Mayor and shall be responsible for carrying out established policies.
