151.01  PERSONNEL RELATIONS POLICY.
   The City recognizes Girard City Employees Local 1256, American Federation of State, County and Municipal Employees, AFL-CIO, as the collective bargaining agent of certain public employees.  The City adopts and approves the policy set forth herein toward its employees relative to collective bargaining, recognition of the employees' union and personnel relations procedures:
   It is the policy of the City to encourage the process of free collective bargaining among its employees, as well as its citizens.  It is through the full exercise of this process of collective bargaining that the close harmonious relationship between department head and the employee, necessary for effective administration, may be achieved.
   (a)   In order to promote and fulfill this policy, the City agrees that it shall recognize Girard City Employees Local 1256, American Federation of State, County and Municipal Employees, AFL-CIO, as the collective bargaining agent of the employees in the several City departments which this union represents.
   (b)   The City agrees to meet with authorized representatives of such Girard City Employees Local 1256, and/or designated committees of such union for the purpose of considering employees' views with respect to wages, hours and other conditions of employment.
   (c)   The City will respect individual written authorization by its employees to deduct from their wages and/or salary such amounts as they have agreed to pay as regular union dues and will transmit such sums to the Treasurer of Girard City Employees Local 1256.
   (d)   It will be the continuing policy of the City to develop such procedures in cooperation with Local 1256 as will provide for maximum efficiency and harmony in the City's task of administering the affairs of the City and in doing equity to its employees.
