(a) It shall be the responsibility of the Board to study, investigate, counsel and develop and/or update annually, and recommend to the recreation department a plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, and in other public areas. A report of its actions will be presented annually to the City Council. The Board, when requested by City Council, shall consider, investigate, make findings, report and recommend upon any special matter of question coming within the scope of its work.
(b) It shall be the responsibility of the Board to plan, direct, and oversee ceremonies and/or festivities in recognition of National Arbor Day annually.
(c) The Board shall also concern itself with educating the public when requested.
