142.02  CREATION AND ESTABLISHMENT OF A LOCAL REGISTER OF HISTORIC GIRARD PLACES AND COMMITTEE.
   (a)   There is hereby created and established a “Local Register of Historic Girard Places,” and “Committee.”
   (b)   The Committee shall consist of seven members appointed by the Mayor and approved by City Council.  Four of the members shall be chosen from each of the following: Girard Historical Society, Girard Chamber of Commerce, Girard Library Staff, and a Girard teacher as recommended by the Superintendent.
