It shall be unlawful for the Auditor to draw, sign or issue, or authorize a drawing, signing or issuing of any warrant on the Treasurer of the City or the City School District thereof to pay any salary or compensation of any officer, clerk, employee or other person in the classified service unless an estimated payroll or account of such salary or compensation containing the name of each person to be paid shall bear the certificate of the Civil Service Commission, that the persons named in such estimated payroll or account have been appointed, promoted, reduced, suspended or laid off, or are being employed in pursuance of this chapter.
