The members of the Civil Service Commission shall receive no compensation for their services, and a sufficient sum of money shall be appropriated each year to supply the Commission with the necessary funds for its supplies and equipment, and the Commission shall hold its meetings at the City Hall. They shall, on or before the 15th day of January of each year, submit a report to the Auditor of all their proceedings for the fiscal year ending on December 31st preceding filing of such report.
