(a) All money collected as a result of the City's Ambulance Service shall be placed in the Ambulance Fund and such funds to be used for the maintenance, upkeep, repair and replacement of such ambulance, subject to further legislation by Council.
(b) Council hereby approves the rules and regulations as set forth by the Director of Public Safety for use of such ambulance, on file in the office of the Director of Public Safety, and subject to change from time to time by the Director of Public Safety.
