(a) The Chief of the Fire Department shall have exclusive control of the stationing and transferring of all firemen and other officers and members of the Department under such general rules and regulations as the Director of Public Safety prescribes and as provided by the laws of the State of Ohio.
(b) It shall further be the duty of the Fire Chief to take care of and preserve all Fire Department equipment and to hold himself in readiness to answer all alarms of fire at any and all times both day and night and to use due care in the performance of his duties.
