(a) An Alarm Response Fee Program is hereby established within the City of Girard.
(b) For each emergency system alarm activation of a residence or business within the City of Girard responded to by the City’s Police or Fire Department in excess of three per calendar year, which activation was a result of equipment malfunction or human error, a fee of fifty dollars ($50.00) will be charged to the owners of said alarm system by the Director of Safety.
(c) The Safety Director shall notify the Director of Law of any alarm system owner who has failed to pay the fee authorized by this section within thirty days of the mailing of the fee invoice. The Director of Law shall then take legal action against the system owner to collect the fee due.
