(a) There is hereby established the position of Emergency Management Director who shall be appointed by and shall serve at the discretion of the Mayor and be directly responsible to the Director of Public Service-Safety.
(b) The Emergency Management Director shall be responsible for the development and the implementation of a disaster services program for the City which shall meet any and all State and federal guidelines.
(c) There shall be no salary for the position of Emergency Management Director; however, Council may appropriate and the Director of Public Service-Safety may authorize the expenditure of such monies as may be necessary from time to time to develop and implement such program.
