(a) The Income Tax Department shall be under the direction and supervision of the City Treasurer as prescribed by law.

(b) The Treasurer, as Tax Department Supervisor, is hereby authorized to enter into agreements with two persons for services to conduct investigations and make reports on persons not complying with the City 's income tax law.
The compensation for such investigators shall be strictly on a commission basis. The terms of the agreements shall be negotiated by the Treasurer and shall be subject to the approval of Council.
