109.03  BID SPECIFICATIONS.
   (a)   All contractors desiring to do work for the City must meet the following minimal requirements and supply the following information:
      (1)   On any construction, repair or renovation project which has an estimated cost of over twenty thousand dollars ($20,000), the Board of Control may determine the lowest and best bidder by considering and applying all of the following factors for any contractor submitting a bid.
      (2)   All bid invitations and specifications for construction, repair and renovation work in Girard, Ohio shall advise prospective bidders of all of the factors that may be taken into consideration by the Board of Control in determining whether a bidder is not only the lowest but the best bidder.  The bid specifications shall contain a provision conforming to subsection (b) hereof, including a form or forms to enable a bidder to provide evidence to the Board of Control of the bidder's compliance with, adherence to, or satisfaction of, the various factors that may be considered by the Board in determining the lowest and best bid.
 
   (b)   Council hereby determines that the following factors are significant and that all contractors must supply the following information along with any bid for work on behalf of the City:
      (1)   Whether bidder's work force is drawn mainly from area residents.
      (2)   Experience of bidder's work force.
      (3)   Continuity of the bidder's work force.
      (4)   The bidder's participation in an apprenticeship program.
      (5)   Length of participation by the bidder in an apprenticeship program.
      (6)   The number of years bidder has been in the construction renovation, maintenance, repair business and/or engineering business.
      (7)   Bidder's familiarity with the project.
      (8)   Bidder's record on similar construction projects.
      (9)   Bidder's construction experience in the preceding twelve months, including the original contract price for each job undertaken, the cost of any change order or overrun on each job, and the reasons for the change order and overruns.
      (10)   Bidder's compliance with completion deadlines.
      (11)   Bidder's bonding record.
      (12)   Bidder's criminal record.
      (13)   Bidder's compliance record with unemployment and worker's compensation laws.
      (14)   Bidder's compliance record with federal and state prevailing wage laws.
      (15)   Bidder's legal record with the federal, state and/or City funded projects.
      (16)   Bidder's compliance record with the Fair Labor Standards Act.
      (17)   Bidder must establish that it is an equal opportunity employer.
