(a) The proper officials, employees and agents of the City shall, as part of the purchasing or contracting processes of the City, give consideration to goods and products made, manufactured or produced in the United States of America.
(b) All pre-bidding notices and documentation of the City shall contain language clearly indicating that the City will give consideration to goods or products made, manufactured or produced in the United States of America.
