109.01  COUNCIL APPROVAL REQUIRED FOR CONSULTING CONTRACTS.
   (a)   Consultants and/or consulting contracts are defined as those individuals or organizations not regularly employed by the City, not a member of one of the City's Bargaining Units, not a member of the Civil Service employed by the City and not an appointee of the Mayor.
 
   (b)   When the Mayor, Public Service Director or the Board of Control deems it necessary to hire a consultant the reason for such consultant contract must be submitted to Council for prior approval by a majority of Council members attending before such contract can be entered into by the City.
 
   (c)   This section must be complied with as a condition precedent before such consultant can be approved for payment of their fees and/or expenses.
