Unless otherwise provided by law, all meetings of Council, Council committees, commissions, boards, citizens' advisory committees, special committees or any other similar decision-making bodies of the municipal government shall be conducted in open and public meetings.
A meeting shall constitute any pre-arranged discussion of the public business of such public body by a majority of its members.
Nothing herein, however, shall be construed to mandate public participation in such meetings unless specifically required by law or ordinance.
