In all residential areas all refuse, rubbish and garbage receptacles shall be stored in the rear yard or in the situation where there is no rear yard, refuse, rubbish, and garbage receptacles shall be stored in an inconspicuous place in the side yard. Refuse, rubbish and garbage receptacles shall not be stored in residential front yards or front porch areas. All garbage receptacles at a residence shall be removed from the front yard and stored according to this section within twenty-four (24) hours after garbage collection for said residence.
