Every occupant of a rental property, or rental dwelling unit(s) shall give the owner thereof, his/her authorized agent or employee, access to any part of such rental dwelling or its premises, at all reasonable times for the purpose of making necessary repairs or alterations for compliance with this chapter or with any rule, regulation or order issued pursuant to this chapter.
