1375.02  PERMIT OF OCCUPANCY.
   The property owner of every rental dwelling unit shall purchase for the fee outlined in this chapter, a permit of occupancy from the Rental/Zoning Inspector and the application for this permit shall serve as a request for the inspection of this property.  No owner of nay rental property, rental dwelling unit(s), rental rooming units or premises located in the City shall rent said properties unless said owner obtains the occupancy permit from the Rental/Zoning Inspector prior to the rental of said rental property, rental dwelling unit(s), rental rooming unit or premises.  Said occupancy permit shall be issued by the Rental/Zoning Inspector after said rental property, rental dwelling unit(s), rental rooming unit or premises has been inspected by the Rental/Zoning Inspector or his/her authorized representative and is found to be in compliance with the minimum standards per the BOCA National Property Maintenance Code for sanitary equipment and facilities, light, ventilation, heating, space, use, and location requirements of any Zoning Ordinance in the City.  If the outside of said property should become a health hazard or nuisance, the City shall have the right to correct the problem and assess the property owner for all expenses incurred.  The Commission of Water shall not furnish water to any rental property, rental dwelling unit(s), rental rooming unit or premises unless the owner of the said rental property, dwelling, rental dwelling unit(s) rental rooming unit or premises complies with the requirements of this chapter.
