Within the City, no person, firm or corporation shall install, construct or erect, or commence the installation, construction or erection of, a satellite earth station designed to receive television signals from satellites without first applying to the Zoning Inspector for the permit referred to in this Section. The Zoning Inspector shall issue such permit provided the applicant:
(a) Submits a written application for such permit upon forms furnished by the Zoning Inspector along with a plot plan of the lot or parcel showing the location of the existing buildings and the location of the proposed device itself and a description of it. Each plot plan shall show the name and address of the property owner(s), the occupant(s) of the premises, and the name of the installer or other person(s) who will be permitted to erect the proposed device.
(b) Meets all requirements of this chapter and any other applicable ordinances of the City.
(c) Submits with the application a fee in the amount of twenty-five dollars ($25.00). This permit fee shall cover the cost of plan review and inspection of the construction at the site of erection.
