1317.12 DUMPING PERMIT REQUIRED.

(a) No person shall dump or cause to be dumped any rubbish upon any vacant lot or ground in the City without first having obtained a permit from the Director of Public Services.

(b) No owner of any vacant lot or ground in the City shall permit rubbish to remain thereon not contained in receptacles defined in Section 1317.11.
