(a) Drainage.
(1) Any person making any changes or improvements of any property within the City shall properly channel and direct within its confines of such property all water so accumulated to either a public storm sewer, public gutter or public right of way.

(2) The City Sanitarian Plumbing Inspector and/or the City Engineer or his designee shall inspect such change or improvement and upon finding any violation shall notify the owner of such property to make the necessary corrections within thirty days.

(b) Curb Installation.
(1) Any person making any changes or improvements of any property within the City shall be required to install a curb four inches wide and six inches high around paved or parking areas.
(2) Residential R-1 property shall be excluded from the curb requirement.
