No person shall erect any house, building or additional buildings costing one hundred dollars ($100.00) or more within the limits of the City without first obtaining a permit to do so. When any person, is about to erect any building or addition within the City he shall make written application to the Building Inspector stating the number and extent of the building or buildings to be erected, the estimate of the cost of the same, the number of the lot, the name of the addition, subdivision or plat in the City in which building or buildings are to be built, and the contract time for completion. Upon receipt of the following fees the Building Inspector shall issue a permit to such person to erect such building or buildings, if the same is in conformity to all other City and State regulations heretofore made and provided.
