951.02  PARK AND RECREATION BALLFIELDS.
   (a)   This section shall apply to any existing City owned or maintained park or recreation ball fields, including but not limited to any Tod Park Fields with grass infields, and any City fields established or maintained after the date of this section.
   (b)   Any practices or games must be scheduled  with the City of Girard Parks and Recreation Department where all persons must obtain a permit for the use of the above-mentioned field(s).
   (c)   Misuse of the confines of the above-mentioned fields is strictly prohibited and therefore any non-intended activities by any person(s) such as but not limited to golfing, football, soccer, bike riding, or walking of animals is strictly prohibited, as well as any other act constituting a non-intended use of any ball field(s) which causes any property damage and is not being conducted for the furtherance of any program(s) of the City or for the intended use and enjoyment of the citizens of the City of Girard.
   (d)   All “in season” rules and regulations shall be observed and enforced to maintain the integrity of the playing surface.  All unauthorized persons are to keep off the field(s) when:
      (1)   A field is groomed and chalk-lined;
      (2)   “Wet Grounds” sign is posted;
      (3)   “New Grass” sign is posted.
   (e)   Any person(s) violating the rules and regulations of this section shall be subject to a fine of fifty dollars ($50.00) for a first offense and one hundred dollars ($100.00) for any additional offenses.  Parents and/or guardians will be held legally and financially responsible for any property damage caused by the destructive acts of any minor(s) in their custody as permitted by law.
   (f)   Signs shall be posted at all designated City owned or maintained ball fields providing notice to all citizens of the existence of this section and any violators of the same are subject to a fine.  (Ord. 6753-96.  Passed 4-22-96.)
