(a) The following rules and regulations shall apply to any park, playground or recreation facility owned by the City:
(1) Other than the City Gym, all other City playgrounds and recreation facilities shall be open only from dawn until one half hour after sunset daily to City residents and guests;
(2) The City Parks shall be open from dawn until one half hour after sunset daily to City residents and guests for City sponsored activities and activities scheduled by the Recreation Department.
(b) Possession and/or consumption of alcoholic beverages or non prescription drugs are hereby prohibited within any City park, playground or other recreation facility.
(c) Licensed, motorized, two-wheeled and three-wheeled vehicles are hereby prohibited from operation in any City park, playground or recreation facility except upon paved driveways intended for motor vehicle traffic. Unlicensed, motorized, two-wheeled, and three-wheeled vehicles are prohibited from operation in any City park, playground or recreation facility.
(d) Except for those areas in which specifically constructed facilities exists is hereby prohibited in any City park, playground or recreation facility.
(e) Motor vehicles operating within a City park shall not exceed a speed limit of ten miles per hour.
(f) Carrying of weapons, hunting and/or the possession or discharge of fireworks are hereby prohibited in any City park, playground or other recreation facility, provided, however, that the fireworks and firework displays as authorized by Council or the Director of Safety Services for special events are permitted.
(g) Open fires, except in barbecue or charcoal grills specifically constructed by the City, are hereby prohibited within any City park, playground or recreation facility.
(h) Unleashed pets of any nature are prohibited within any City park, playground or recreation facility.
(i) Littering and dumping refuse is hereby prohibited in any City park, playground or other recreation facility.
(j) Any person found violating any of the rules and regulations contained herein and in Ohio R.C. 955.01 shall be subject to ejection from the park or recreation facility by City park personnel.
