937.05  PURCHASE AND INSTALLATION OF SECOND RADIO FREQUENCY WATER METERS FOR LAWN, GARDEN AND LANDSCAPE IRRIGATION.
   (a)   The City water customers may, at their sole expense, purchase and install a second radio frequency water meter for the exclusive purpose of lawn, garden and landscape irrigation and shall not be charged for sewage for the usage of water through said second meter, provided that:
      (1)   Application, at no cost, must be first made with the Director of Public Service to obtain a second water meter.
      (2)   Meters must be purchased exclusively from the Girard Water Department;
      (3)   All of the preparation and installation of the second water meter must be performed by a duly licensed and registered plumber;
      (4)   Upon the inspection of the meter preparation for irrigation purposes only, the second meter will be installed by a City of Girard Water Department employee or its designated agent;
      (5)   In order to insure strict compliance, any second meter installed may be inspected by the City of Girard Water Department employee to verify that the water usage is solely being used for lawn, garden and landscape irrigation;
      (6)   All expenses in regards to the purchase and installation of the second water meter will be at the expense of the property owner benefiting from the installation and connection of said second meter.
      (7)   The City shall read both meters according to City policy and billing for sewer usage will be calculated by using the reading from the main water meter.
 
   (b)   In order to comply with the Ohio Plumbing Code:
      (1)   The potable water supply to lawn irrigation systems shall be protected against backflow by a reduced pressure principle backflow preventer.  Where chemicals are introduced into the system, the potable water supply shall be protected against backflow by a reduced pressure principle backflow preventer.   `
      (2)   The City of Girard will only accept reduced pressure principle devices because of the potential for backpressure if the irrigation system is “blown down” for the winter.
      (3)   The RPPA device must be installed so as to be readily accessible for inspection, testing and maintenance; and protected from freezing.
      (4)   The RPPA device must be inspected and tested at the time of installation and at least every 12 months thereafter.
      (5)   A copy of the annual backflow device test shall be forwarded to the City of Girard Backflow Manager.
      (6)   The RPPA device tester must have a current backflow tester certificate issued from the Ohio DOC or the Ohio EPA and approved by the City of Girard Backflow Manager.
   (c)   The Director of Public Service is authorized and empowered to establish, adopt, and enforce, or cause to be enforced such rules and regulations governing the issuance of the licenses required under this section as he or she may deem reasonable and necessary and not inconsistent with the provisions of this section.  Such regulations shall be on file in the Water Department’s office.
