It is hereby determined and declared to be necessary and conducive to the preservation of the public health, safety and welfare of the City, to fix and collect rates or service charges to be paid to the City from every person, firm or corporation whose lots, lands and premises are served by or have a connection to the sewerage system, the proceeds of such service charges or rates to be for the use of the sewerage system and the pumping, treatment and disposal works of the City, as hereinafter provided.
