931.99  PENALTY.
   (a)    Civil Penalties. Any user is found to have violated an Order of the Director or who willfully or negligently failed to comply with the provision of this chapter, and the orders, rules and regulations issued hereunder, shall be fined up to one thousand dollars ($1,000) for each offense. In addition to the penalties provided herein, the City may recover reasonable attorney's fees, court costs, court reporter's fees and other expenses of litigation by appropriate suit at law against the person found to have violated this chapter or the orders, rules and regulations issued hereunder.
   (b)    Criminal Penalties. In addition to any civil penalties imposed pursuant to the provisions of this Chapter or by Federal or State authorities, any person who knowingly makes any false statements, representation or certification in any application, record, report, plan or other document filed or required to be maintained pursuant to this chapter, or who falsifies, tampers with, or knowingly renders inaccurate any monitoring device or method required under this chapter, shall, upon conviction, be punished by a fine of not more than one thousand dollars ($l,000) for each offense or by imprisonment for not more than six months for each offense, or by both.
   (c)    Any person violating any of the provisions of this chapter shall become liable to the City for any expense, loss or damage occasioned the City by reason of such violation.
