Whenever the Director of Public Services or the Chief of Police deems it necessary to direct vehicular traffic on any street in the City by reason of any excavation on or nearby such affected streets, or any construction or work of any type necessitating the blocking or closing of any street, wholly or partially, the person causing such work to be performed shall notify the Director of Public Services or the Chief of Police that such work is to be performed and must hire uniformed patrolmen of the City in order to direct traffic and protect the safety of the residents.
The Director of Public Services or the Chief of Police shall notify the Fire Chief or a member of his Department that such street is to be blocked, partially or wholly.
