765.10  PROHIBITED CONDUCT.
   Person(s) licensed or otherwise engaged in any activity described within Section 765.01 will be subject to the following hours of operation:
   (a)   Vendors in residential areas:  Between the hours of 10:00 a.m. and 8:00 p.m. or no later than one half hour before sunset (dusk), Monday through Saturday. 
   (b)   Vendors in Business/Commercial Areas:  Between the hours of 8:00 a.m. and 9:00 p.m. excepting that the holder of a transient vendor’s license shall further be restricted to operation during said hours in said areas, but shall not conduct any business on Sundays or legal holidays.
   (c)   No merchandise shall be displayed or sold within ten feet of a:
      (1)   Doorway or entranceway or within ten feet of prolongation of a doorway or entranceway to the curbline;
      (2)   Crosswalk;
      (3)   Designated bus stop;
      (4)   Fire hydrant.
   (d)   No merchandise shall be displayed on any utility pole, planter, tree, trash container, public bench or other sidewalk fixture.
   (e)   No merchandise shall be displayed or sold in any manner that blocks, obstructs or restricts the free passage of pedestrians in the lawful use of sidewalks.
   (f)   Sidewalk vendors must contain their stand, including merchandise and supplies, within an area no larger than ten feet by ten feet.  Transient retailers selling from locations other than sidewalks shall have combined sales and display areas no larger than 20 feet by 20 feet.
   (g)   No trailer may be placed on any sidewalk.
   (h)   No advertising, except the posting of prices, shall be permitted on or by any stand or motor vehicle other than to identify merchandise offered for sale or to identify transient vendors.
   (i)   No transient vendors shall operate within the boundaries of a designated special event or public property without the express permission of the sponsor of the general event.  Transient retailers operating in special events are exempt from the license requirement during the event.  Designated special events shall include only those events for which the written approval of the Mayor or Service Director has been obtained for the use of public property for the special event.  The Mayor and Service Director may grant permission for the use of the public property for special events sponsored by community service organizations and nonprofit corporations.  A map designating the boundaries of the public property being utilized for the special event must be submitted to the Chief of Police and to the Licensing Clerk after the special event has been approved.
   (j)   No transient vendor shall operate in any one location for more than three consecutive days.
   (k)   Transient vendors shall remove all equipment, vehicles and price postings from their places of operation at the end of the day.
