Failure to comply with any provisions of this ordinance shall be grounds to refuse issuance of a permit to drill or to remove a permit already issued by the City. The City Safety-Service Director or his authorized representative shall also have the authority to order the immediate cessation of all drilling or any other work at the site where he finds specific cause as identified or where continuation would constitute a direct danger to person or property. Revocation of a permit or any stop order shall remove all rights of the permit holder to continue operations until such time as steps are taken and approved to come into compliance with this section. Any operations carried on by the permit holder after revocation of the permit or stop order shall constitute a violation of this section, and shall be punishable as approved under the penalty section of this chapter.
