757.11  MOTOR VEHICLE USE OR OPERATION.
   (a)   No person, firm or corporation operating within the limits of the City pursuant to Ohio R.C. Chapter 1509 and/or this section shall cause damage to any street, avenue, alley, lane or any public grounds within the limits of the City by virtue of the operation or use of any motor vehicle.
 
   (b)   The City Engineer is to determine the route of access for motor vehicles and equipment traveling to and from the activity site which he believes will result in the least potential for damage to City streets, avenues, alleys, lanes, or public grounds and anger to residents, pedestrians or traffic; provided, however, that the determination of such access route by the City Engineer shall not unreasonably delay, prevent, deny or preclude said person, firm or corporation from commencing its drilling activities. The permitted access route determined by the City Engineer shall be indicated on or attached to the City permit issued under this section.
 
   (c)   A minimum of ten days prior to the start of well drilling operations and map indicating any and all routes to be used in conjunction with the drilling operations shall be submitted to the City Safety-Service Director.  The City Safety-Service or his duly authorized representative shall visually inspect such roads in the company of any agent of the permittee to determine their condition prior to any activity of the part of the applicant.
 
   (d)   The City Safety-Service Director shall have the right to deny the right of transportation of well drilling equipment on twelve hours notice at any time that the condition of the roads, the weather or the traffic conditions make travel unsafe.
 
   (e)   All permittees shall use care at a drilling site to keep the area around the drilling site free of mud which will be carried on the public streets by any vehicle or other equipment used at the drilling site.  Should any mud be carried on public streets from a drilling site, the permittee shall be required to clean up the streets to the satisfaction of the City at no cost to the City.  The City shall have authority to request a permittee to clean up the public streets to the satisfaction of the City, or failure to take specific steps to reduce mud at a given location as requested by the City shall be grounds for revocation of a permit and/or forfeiture of the bond posted under Section 757.16.
 
   (f)   The permittee shall restore the street, sidewalks and other public places of the City damaged or destructed in the operations of drilling or preparing to drill to their former conditions immediately upon completion of the drilling.
