In any situation involving a motor vehicle, where because of an accident, emergency, absent owner or operator or when required by law or ordinance the vehicle must be removed from a location, towed or stored, and the owner or operator cannot or does not exercise a preference for a towing service, the City will provide for such service for the owner or operator by a towing firm licensed pursuant to this chapter, at no cost to the City.
