The fee for all licenses provided in this chapter shall be payable in advance and the life of all licenses shall terminate at midnight on the night of December 31 in the year it was issued.
Fees for all licenses that have less than one year to run from the date of issuance shall be computed on the quarter year basis, which computation shall be based on a reduction of a quarter year amount for the time which such license has to run before the time of its expiration. All licenses shall be void if transferred and shall be subject to revocation by the Mayor or for the misconduct of the party holding the same.
