No license shall be granted to any person who has within twelve months, preceding the application for license, been convicted of any offense, felony or misdemeanor which prosecution and conviction grew out of or arose from the violation of the liquor, gambling, receiving or purchasing of stolen property or prostitution laws or ordinances.
