No person licensed under the provisions of this chapter shall purchase anything whatsoever from any person who is at the time intoxicated, or from an habitual drunkard or from any person known to them to be a thief or an associate of thieves, or a receiver of stolen property, or from any person they have reason to suspect as being such. Nor shall any person licensed under the provisions of this chapter, purchase or receive any mechanic's tools, instruments or devices having upon it any initials or insignia of ownership, unless the person offering to give or sell the same shall furnish complete identification of ownership.
