The license fee for all licenses provided in this chapter shall be payable in advance. All licenses issued under this chapter shall terminate at midnight on the night of December 31 in the year in which issued. Fees for all licenses that have less than one year to run from the date of issuance shall be computed on the quarter year basis, which computation shall be based on a reduction of a quarter year amount for the time which such license has to run before the time of its expiration. All licenses shall be void, if transferred, and shall be subject to revocation by the Mayor for misconduct of the party holding the same.
