(a) On or before January 1 of each year, every operator of a food establishment proposing to operate a food establishment during any part of the year shall procure a permit from the Board of Health.
(b) Any person, firm, association or corporation who, subsequent to January 1 of any year, proposes to operate a food establishment during any remaining part of the year shall procure a permit from the Board of Health before the food establishment is opened for business.
