(a) During the month of December of each year every operator of a food establishment proposing to operate a food establishment during any part of the next year shall apply for a permit from the Board of Health.
(b) Any person, firm, association or corporation who, subsequent to January 1 of any year, proposes to operate a food establishment during any remaining part of the year shall apply for a permit from the Board of Health not less than ten days before the food establishment is to be opened for business.
