No person who owns, or manages a billiard or pool room shall permit a minor under the age of eighteen years to play a game of billiards or pool, or remain in such billiard room. It shall be the duty of the owner, manager or agent of such pool room establishment to post in conspicuous places therein proper notices that no person under eighteen years of age may enter therein.
